Senior Program manager (SPM) – Supply Chain Management

Location: Ranchi, Jharkhand

Reporting to: Senior Program Director / Program Director – Government Institutional Strengthening (GIS)

Piramal Foundation, with over 11 years of experience in Jharkhand, acts as the collaborative platform partner for GAVB, supporting program strategy, identifying implementation partners, and driving monitoring of programs across identified states. Job Summary

The Sr Program Manager – Supply Chain Management (Band 2B) will lead the design, implementation, and continuous strengthening of health commodity supply chain systems under the GAVB project in Jharkhand. The role is responsible for driving end-to-end supply chain performance across forecasting, procurement, warehousing, distribution, and information systems, while working closely with state and district government counterparts. The incumbent will provide high-level technical assistance and managerial support, oversee complex workstreams, build and mentor teams, and foster strong

stakeholder collaboration to ensure uninterrupted availability of essential health supplies and improved health outcomes in the state.

Desirable Qualification & Experience

Qualification:

· Bachelor’s degree or PGD in Supply Chain Management, Logistics, Pharmacy, Public Health, Business Administration, or a related field.

Experience:

· Minimum of 8-12 years of experience in public health system or supply chain management or in Pharmaceutical sector or related field

· Demonstrated experience in managing teams and projects, including planning, budgeting, and monitoring.

· Proven track record of successful engagement and collaboration with government agencies and other stakeholders.

Essential Skills

· In-depth understanding of supply chain management principles, strategies, and best practices, particularly within the public health sector.

· Proven experience in managing and implementing complex supply chain initiatives, with demonstrable results.

· Strong analytical and problem-solving skills, including the ability to analyze complex data and develop strategic recommendations.

· Excellent leadership, management, and team-building skills, with experience in mentoring and supervising staff.

· Exceptional communication (written and verbal), presentation, and interpersonal skills, with the ability to effectively engage with high-level stakeholders.

· Proficiency in using MS Office Suite (Word, Excel, PowerPoint) and project management software.

· Fluency in English and Hindi.

Optional Skills

· Experience working on large-scale, donor-funded projects.

· Familiarity with digital health solutions and their application in supply chain management.

· Experience in developing and delivering training programs for government officials and other stakeholders.

· Knowledge of the public health system, policies, and programs in India.

· Experience in research and evaluation related to supply chain performance.

Responsibilities

· Lead and manage specific components or work streams within the supply chain management activities of the TMS project, ensuring alignment with overall project goals and timelines.

· Provide technical leadership and expertise in one or more key areas of supply chain management, such as strategic planning, procurement, warehousing, distribution, or information systems.

· Develop and implement detailed work plans, monitor progress against targets, and ensure timely delivery of outputs.

· Build and maintain strong relationships with key government counterparts at the state and district levels, as well as with other relevant stakeholders.

· Provide high-level technical assistance and capacity building support to government officials and other partners on complex supply chain issues.

· Lead the assessment of existing supply chain systems, conduct in-depth analysis of challenges and opportunities, and develop evidence-based recommendations for improvement.

· Oversee the design and implementation of innovative supply chain solutions, including the adoption of new technologies and best practices.

Travel

· This role will require 40-50% travel (Local and outstation) and need based visits to health department, district govt office locations for meetings, implementations and for meetings with team members.
