Role Overview:
The Head – Ramp & Technical Operations is responsible for planning, controlling, and overseeing all ramp and technical ground handling activities across T1, T2, and T3 at Delhi Airport. The role ensures safe, compliant, and efficient deployment of Ground Support Equipment (GSE), effective operator accountability, and robust training and competency monitoring for all GSE operators in a high-density operational environment.
Key Responsibilities
Ramp & Ground Handling Operations
Lead end-to-end ramp operations for domestic and international flights across all terminals.
Ensure safe aircraft turnaround, adherence to SOPs, and coordination with airlines, ATC, AOCC, airport operator, and regulatory authorities.
Act as the final escalation point for ramp operational issues, delays, and irregular operations.
Ground Support Equipment (GSE) Management
Ensure availability, serviceability, and safe utilization of all GSE, including but not limited to:
Aircraft Movement & Positioning Equipment
Tow Tractors (Narrow-Body & Wide-Body)
Pushback Tugs
Tow Bars (Aircraft-specific)
Nose Wheel Steering Equipment
Aircraft Servicing Equipment
Ground Power Units (GPU – AC/DC)
Air Start Units (ASU)
Pre-Conditioned Air Units (PCA)
Potable Water Service Trucks
Lavatory Service Trucks
Loading & Baggage Handling Equipment
High Loaders (NB/WB)
Belt Loaders
Passenger Step Ladders
Cargo Loaders
Baggage and Cargo Dollies
ULD / Pallet Dollies
Safety & Support Equipment
Aircraft Chocks
Cones, Safety Barriers & Wing Walk Equipment
FOD Bins & FOD Control Tools
Ramp Fire Extinguishers
Marshalling Bats & Headsets
GSE Operators – Reporting & Control
Ensure only authorized and certified operators are deployed on specific GSE.
Implement shift-wise reporting covering:
Operator name & employee ID
GSE type and equipment number
Serviceability and defect reporting
Ensure strict compliance with aircraft proximity rules, speed limits, and safety procedures.
Monitor GSE utilization, breakdown trends, and incident reports.
Training, Certification & Competency Monitoring
Establish and maintain a comprehensive GSE Training & Authorization Matrix.
Ensure:
Initial and recurrent training for all GSE types
Practical evaluation and competency checks
Supervisor validation before operator authorization
Monitor:
Training validity and expiry dates
Refresher training requirements
Training needs arising from incidents or SOP deviations
Ensure retraining and revalidation of operators involved in:
GSE damage
Aircraft incidents
Safety or procedural violations
Safety, Compliance & Quality Assurance
Ensure full compliance with DGCA, ICAO, IATA AHM and IGOM standards.
Drive implementation of:
Safety Management System (SMS)
Incident / occurrence reporting
Ramp safety audits and FOD control programs
Lead investigations and corrective action plans related to ramp and GSE incidents.
Leadership & Performance Management
Lead and manage large multidisciplinary ramp, technical, and equipment teams.
Optimize manpower and GSE deployment during peak operations, fog/winter ops, and disruptions.
Drive operational KPIs including Safety, OTP, GSE availability, and cost efficiency.
Support airline onboarding, fleet induction, and operational expansions at DEL.
Qualifications & Experience
Extensive experience in ramp operations, ground handling, and GSE management at a major airport.
Proven leadership in high-traffic, multi-terminal operations.
Strong understanding of aviation safety regulations and ground handling standards.
